I'm firmly of the camp that this really dates from 1914, thanks to this fabulous article on Silent-ology: silentology.wordpress.com/2019/08/14/is-matches-an-appeal-the-oldest-surviving-animated-film/
Nonetheless, it's a clever little film, and the matchstick fellows are pretty cute, even if it's not very riveting to watch.
The Weekly Animation Challenge 2019: Week 1 - Early Experimental
It's 1899 (or is it 1914?) and Arthur Melbourne Cooper nails three things:
(1) Stop motion animation
(2) Using animation for advertising
(3) Using animation for propaganda
Not bad at all!
Cooper's advertisement for matches, sees animated matchstick figures, created by joining matches together with lightweight wire, appear to write an appeal to the audience. The appeal asks the audience to donate money to go toward boxes of matches for British soldiers fighting overseas. There seems to be plenty of debate on when the short was made. In later life, filmmaker Arthur Melbourne Cooper claimed that he had made the film in 1899 for troops participating in the Boer War.…
Almost forgot I watched this in class Thursday. Matches: An Appeal is basically one of the first filmed PSAs, and it consists of stop-motion animated matches. My guess it was part experiment, part drawing people's attention for propagandist purposes.
It's neat that one of the earliest animations was stop motion, but I guess it makes sense and would be a bit more cost effective for the time.
We don't want this to be the beginning: a PSA for participation in colonial war, figures who direct our eyes away from themselves, toward dull text.
We want myths: Blackton's lightning sketch coming to life, Gertie lifting McCay in the vaudeville theater, Segundo de Chomon delicately arranging his wife's hair, and most of all the obsessive, art-literate whimsy of Cohl, finally banished to the Jersey Palisades.
If somehow this is a first, then firsts should be footnotes.
This is more likely from 1914 than 1899, which destroys its claim as the first stop-motion film, but it's still clever and well done, if short.
Although… matches asking to be sent to soldiers is a bit like if the EAT MOR CHIKEN ads were populated with chickens.

It’s stop-motion animation thirteen years before Wladyslaw Starewicz. What am I missing here? This is close to awesome.
