Though the various genres it plays in don't fully mesh, it's never not interesting to watch. It's a suspense film, a romance, a supernatural fairy tale, and even an offbeat comedy at times, and the sheer filmmaking talent behind the screen - and the acting talent on screen - helps smooth over some bumps in the road. The atmosphere of the film is intoxicating in a way that is purely Petzold. I actually prefer this to Transit and like it about on par with Phoenix.
